美中航空合作项目(ACP)执行总监出席首届城市空中交通(UAM)国际发展论坛

       9月2日,在2022湖南(国际)通用航空产业博览会期间,以“未来城市绿色交通创新驱动”为主题的首届城市空中交通(UAM)国际发展论坛暨eVTOL技术全国研讨会在长沙召开,美中航空合作项目(ACP)作为本次论坛的支持单位,其执行总监Geoffrey Jackson先生出席论坛并致辞。

Jackson先生在致辞中表示,中国拥有世界上最佳的航空安全记录,并即将成为世界上最大的航空市场。通用航空业对中国以及全球航空运输系统的发展具有巨大的潜力和推动作用。城市空中交通将对环境、通勤方式和未来的商业运作方式产生积极影响。为了推动超大型城市的发展,政府和私营公司需要共同推动基础设施的开发,与此同时,为了适应航空新技术的发展,监管需要面临众多复杂的挑战,ACP将始终致力于中国航空业的安全发展,Jackson表示对城市空中交通的增长前景持乐观态度。

Good morning, distinguished guests ladies andgentlemen, Deputy Director General Ma, Secretary General Chen, and Vice-PresidentDeng,


早上好,尊敬的女士们、先生们,马司长,陈秘书长,邓会长。


I am pleased to join you today for this importantSymposium.


我很高兴今天能和大家一起参加这个重要的研讨会。


I wish to express my special thanks to AOPA ChinaDeputy Secretary General Guo for the invitation to participate in today’s Symposium.


在此,我特别感谢中国AOPA郭副秘书长邀请我参加今天的座谈会。


I have been asked to say a few words about ACP and itsgeneral aviation development activities.


我来就ACP及其通用航空发展活动说几句话。


First, I wish to applaud the significant andhistorical aviation progress China has made in over the last decade. This workhas earned China the distinction of having one of the best aviation safetyrecords and the country will soon become the largest aviation market in theworld.


首先,我想对中国在航空业过去十年中取得的重大历史性进步表示赞赏。中国拥有世界上最佳航空安全记录,也将很快成为世界上最大的航空市场。


There is no doubt that the general aviation sectorrepresents enormous potential and benefit to China, and the development of theglobal aviation transportation system.


毫无疑问,通用航空业对中国以及全球航空运输系统的发展具有巨大的潜力和效益。


The subject matter being discussed today is a game changerthat will have a positive impact on the environment, the way people willcommute and how business is done in the future.


今天讨论的主题是一个改变游戏规则的问题,将对环境、人们的通勤方式和未来的商业运作方式产生积极影响。


I wish to begin by saying a few words about ACP andits mission.


我想首先说一下美中航空合作项目(ACP)及其使命。


We were established more than 18 years ago as apublic-private partnership to help strengthen aviation cooperation between ourtwo countries.


ACP’s mission today, and as it was back then, is toidentify and address common issues that are important to the growth of ourrespective aviation systems. And to undertake joint activities that furthersafety, capacity, and efficiency.


美中航空合作项目是一个已经成立18年的政府和社会资本合作项目,我们致力于帮助加强我们两国之间的航空合作。


ACP今天的使命和最初一样,是为了确定和解决对我们双方航空系统的发展具有重要意义的共同问题,并开展促进安全、能力和效率的联合活动。


In addition to its public-sector advisors—the FAA,TSA, and CAAC, ACP has over 30 member companies that volunteer and dedicatetheir time to supporting our program activities. I am pleased to see that manyof our member companies – Textron, Honeywell, Pratt Whitney, and Collins – arehere with us today.


除了来自公共部门的顾问单位——联邦航空局(FAA)、运输安全管理局(TSA)和中国民航局(CAAC)之外,ACP还有30多家会员公司,他们自愿贡献出时间来支持我们的项目活动。我很高兴地看到,我们的许多成员公司--德事隆、霍尼韦尔、普拉特-惠特尼和柯林斯--今天都在这里。


ACP delivers assistance to CAAC and others through itsmany training programs, technical assistance activities, workshops,conferences, and studies.

ACP’s General Aviation Business Aviation work withCAAC started in 2008 through five phases.


ACP与中国民航局的通用航空和商务航空工作开始于2008年,分为五个阶段。


This work covered subjects related to helicopters,seaplanes, emergency response; new technology regulations; aeromedicalservices; standards for new general aviation airports; and flight operationcontrol.


这项工作涵盖了直升机、水上飞机、应急响应、新技术监管、航空医疗服务、新通用机场标准和飞行运行控制等方面。


Every year ACP and CAAC organize a GA OperationsSafety Symposium and conduct workshops on subjects as airspacedesign/categorization, and aircraft airworthiness certification.


每年,ACP和中国民航局都会组织一次通航运营安全研讨会,并就空域设计/分类、飞机适航认证等主题进行研讨。


With governments, enterprises and research institutespaying increasing attention to UAM, this new concept has caught on quickly,more quickly than anyone would have imagined.


随着政府、企业和研究机构对UAM越来越重视,这个新概念已经迅速流行起来,比任何人想象的都要快。


In the US, the FAA is collaborating with NASA on theirAdvanced Air Mobility National Campaign and is including UAM in their planningefforts. ACP is committed to organizing future workshops on this topic inChina.

With the growth of mega-cities, governments andprivate companies must work together to address infrastructure challenges.

As with any new aviation technologies, the regulatoryissues are numerous and complex.


与任何新的航空技术一样,监管面临着众多复杂的问题。


We recognize that there are challenges for the sectorto reach its full potential, but we remain optimistic about its growthprospects.

I wish to leave you with a simple message: ACP remainscommitted to the safe development of China’s aviation sector. This work is awin-win for both our countries. We’re open to any ideas or suggestions forfuture collaboration. I look forward to learning from today’s discussions.
