       唐纳德·特朗普总统（President Donald J. Trump）收到了国务院（Departmentof State）遵照2018年8月23日有关“使通过国际邮政系统递送商品的货币补偿模式现代化以及增进国际邮件的安全保障”（Modernizingthe Monetary Reimbursement Model for the Delivery of Goods Through theInternational Postal System and Enhancing the Security and Safety ofInternational Mail）的总统备忘录（Presidential Memorandum）提交的报告。

       报告指出，在改革万国邮政联盟法案（Acts of the Universal Postal Union）条款，与备忘录所阐明的美国的政策保持一致方面尚未取得足够的进展。报告还就美国为解决备忘录中所指明的问题所能采取的步骤提出了建议。

       总统同意国务院的建议，在可行的情况下尽快实施终端费自行宣布费率，而且不迟于2020年1月1日。国务院还将发出美国将退出万国邮盟（UPU）的通知函。这将启动一个为期一年的退出程序，正如《万国邮政联盟宪章》（UPUConstitution）所规定的。在此期间，国务院将寻求谈判达成解决总统备忘录中所提出的有关问题的双边及多边协议。如果谈判取得成功，本届政府准备撤销退出通知并留在万国邮政联盟内。

Statement from the Press Secretary

       PresidentDonald J. Trump received a report from the Department of State pursuant to theAugust 23, 2018, Presidential Memorandum on “Modernizing the MonetaryReimbursement Model for the Delivery of Goods Through the International PostalSystem and Enhancing the Security and Safety of International Mail.”  Thereport noted that sufficient progress has not been made on reforming terms ofthe Acts of the Universal Postal Union (UPU) in line with the policies of theUnited States outlined in the Memorandum.  The report also recommendedsteps the United States can take to address the problems identified in theMemorandum.

       ThePresident concurs with the Department of State’s recommendation to adoptself-declared rates for terminal dues as soon as practical, and no later thanJanuary 1, 2020.  The Department of State will also file notice that theUnited States will withdraw from the UPU.  This will begin a one-yearwithdrawal process, as set forth in the UPU Constitution.  During thisperiod, the Department of State will seek to negotiate bilateral andmultilateral agreements that resolve the problems discussed in the PresidentialMemorandum.  If negotiations are successful, the Administration isprepared to rescind the notice of withdrawal and remain in the UPU.
