新华社:中美贸易的紧张关系应得到控制

       针对“蚂蚁金服收购速汇金失败”一事,新华社发表英文评论称,2018年中美可能经历一段坎坷的贸易之路。若在贸易问题上美国政府一意孤行,中国可能采取反制措施。若中美之间的怀疑和紧张情绪加剧,将给两国人民造成高昂代价。维护两国贸易关系稳定,需要以沉着和实用主义态度。

       Commentary: China-U.S. trade tension needs control

       BEIJING, Jan. 3 (Xinhua)-- Chinaand the United States have met a bumpy start to 2018 as scepticismabout Chinese investment and trade are clouding over Washington.


       The U.S. governmentrejected a merger by China‘s Ant Financial with U.S. money transfer company MoneyGram International Inc. over national security concerns on Tuesday.


       It is not surprising that a number of Chinesecompanies have hit the buffers in Washington as trade tensions between the twocountries are flaring.


       The bonhomie that grew between China and theUnited States in Beijing in November, when the twosigned hundreds of billions of dollars of deals, seemsto be fading away as the U.S. side is stuck in azero-sum mentality.


       In the last 30 days of 2017, the U.S. government launched a Section 301investigation into Chinese intellectual property and technology transfer, self-initiated probes into Chinese-made aluminum products, and rejected China‘s market economy statusat the World Trade Organization.


       The hawkish turn became ear-piercing whenPresident Trump described China as a strategic “competitor” in his first national security strategy in December, accusing the China of pursuing economic aggression designed toweaken America.


       Are there reasons for optimism in 2018? An injection of hope is urgently needed for the world‘s top two economies to sail the charted course.


       The first batch of prototype subway cars to beeventually manufactured in Massachusetts arrived in Boston days beforeChristmas.


       The new prototype was built by a China-basedplant of CRRC, the country‘slargest rail car maker. Mass production will begin atthe company’s factory in Springfield, Massachusetts to serve the Orange Line of the Boston metro, the world‘s oldest transit system.


       This story highlights a shift in the economicrelationship between the world‘s top two economies:“Made in China” is increasingly beingreplaced by “Made by China in America.”


       According to a report by the National Committeeon U.S.-China Relations and Rhodium Group, employment by Chinese-owned firms across America jumped nine-foldfrom 2009 to 140,000 in 2016.


       Stephen Orlins,President of the National Committee on U.S.-ChinaRelations, said that for years U.S. companies invested in China, made profitsand built communities, becoming strong supporters ofconstructive U.S.-China relations.


       In the face of a rising China, the United States, however, feels uneasy.


       China has not hesitated to make it clear thatit is not seeking global dominance, rejecting azero-sum mentality between countries, especiallybetween the United States and China. Cooperation is theonly correct choice for both.


       China‘s case is notwell received by the United States. With deep-rootedstrategic mistrust toward China, U.S. politicians have failed to catch up with China’s understanding of cooperation and adopted an increasingly protectiveand isolationist approach.


       When China proposesbuilding the world into a community of shared future,it does not distinguish between competitors and partners. At this moment, the real test facingpolicymakers is whether or not they can maximize cooperation and managecompetition so that it does not escalate into conflict.


       Cooperation isessential for China and the United States to handle growing common challengesand interests. Narrow-mindedness and rigidity will leadto a zero-sum game. But both will be better off if theycome together, since their common interests are greaterthan their differences.


       China and the UnitedStates are about to ride a bumpy journey in trade in 2018 if the U.S. government goes it own way, and retaliatorymeasures by China could be on the table.


       But the price is toohigh for the two peoples to pay if scepticism grows and tension escalates. Composure and pragmatism are needed to steer trade ties safe andsound.
